Urban Water Management Plan

IRWD's Draft 2020 Urban Water Management Plan (UWMP) has been prepared in accordance with the California Urban Water Management Planning Act (Act) and other applicable laws. The Act requires IRWD, as an urban water supplier, to prepare and adopt a UWMP, which analyzes and projects the District’s water supply reliability during normal, single dry, and multiple dry years over the next 20 years.

The UWMP identifies imported and local water supplies needed to meet future demands, including groundwater recovery and water recycling, as well as IRWD's current and planned conservation measures. This helps to ensure that IRWD can provide the service area with a reliable supply of high-quality water to meet current and future demands. The UWMP is updated every five years and submitted to the California Department of Water Resources. The prior 2015 UWMP was adopted by IRWD’s Board in 2016.

IRWD has separately updated its Water Shortage Contingency Plan for 2020, which provides a series of response actions that IRWD may implement in the event of a water shortage due to drought or emergency.

IRWD has also prepared an Addendum to the District’s 2015 UWMP, which is consistent with new requirements that water suppliers contribute to reduced reliance on the Sacramento-San Joaquin Delta. The Addendum was prepared in coordination with regional wholesalers and demonstrates IRWD’s self-reliance through development of reliable, local water supplies. 

On June 28, 2021, IRWD's Board of Directors conducted a public hearing and adopted IRWD’s 2020 UWMP, the proposed Water Shortage Contingency Plan, and proposed Addendum to IRWD’s 2015 UWMP. The public hearing notice with information is provided below.
